Assembled vehicle question

Alright I am getting ready to ebark on building my own vehicle and I have been reading through the forms online and on the mi TR-54 forms requires safty glass windshield and wipers. This I can understand but how many 32 or 29 roadsters do you see with wipers? or what about the buble style windshieds? Is there a way around this that I am missing?

When I was into sand rails and buggies- once they were titled we would pull off the wipers, turn signals and windshields. Honestly the easiest way is to buy a cheapo buggy with a "assembled roadster" title. I sold one a few years back for a few hundred.
