Is the black bottom air damn still installed? That pulls air from the ground up to teh rad area. Also the side shields on either side of the radiator directs the air through it. Without those you're not going to get optimal air directed through the rad without teh fan creating the low pressure to pull it there.Not to mention the fan being there causes that flowing air to be turbulant and not flow through very well unless it's spinning and pulling it through.
On another note, my car with only a trans cooler and a Be Cool radiator would not stay under 190 with the fans off, but all of the above was removed. I don't think it's uncomon to leave the fans on when the putside temps are this high. I think you're over thinking this. What is you're problem with running the fan all the time. I did it for 6 years with 2 SPAL fans running the majority of the time. I didn't really take alot of freeway trips, but did alot of city driving in one shot, like 70 plus miles a night.
If you're worried about your fan burning up, take it off and buy a quality one. Let it run, and rest assured you'll keep the car cool. Also 180 isn't shit in this temperature. I never flinched untill mine hit 210 for more than any real time. Just gotta make sure it isn't spiking fast. and in my opinion, with all that stuff up front you want the fan to pull the air through to make sure everything is getting fresh air. Also do you have a cowl hood? That hot air needs to go somewhere. Ok sorry for the ling winded post...
