use two programs primarily.

MPGEnc 3.0 XPress - this program allows me to take any portion, section, or number of frame out of a video file and re-encode just that section into mpg (you'll see why later).

Ulead Gif Animator - this program allows you to open video as frames / stills. Keep in mind one sec of video is usually 25+ frames. Thats why I cut the portion I want out in the previous step.

The next step is where experience and some trial and error come in. Animated GIFs can get huge really quick. Some easy steps to reduce file size

1) cut out every other frame (multiple times if necessary) an animated gif doesn't need to be 20+ frame per second

2) reduce the image size of all frames (since in most cases its going to be an avatar anyhow make it fall within the pixel req. of the forum) ensure to use "keep aspect ratio".

3) run the optimizer - animated gifs don't need 1000's or even 100's of color, reduce color to 32 more than enough for a small avatar.

Hosting files - I highly suggest using www.photobucket.com its free and makes it easy to link images to forums by including code for most popular forum softwares.
