700r4 problems

The trans in my 1990 GMC just starting giving me problems today. It won't shift until the engine is screaming. It'll go from 1-2 and 2-3, but I have no OD and I can't tell if it's locking up or not. Any Ideas? Being unemployed I need to fix this as cheaply as possible!
 
I think I got it. With the truck running I "snapped" the TV cable a bunch of times real fast. I took it out for a spin and it shifted just fine.
