2002 dodge neon, 70k miles won't start

My wife's counsins car broke down and I'm helping him sell it. It's a 2002 neon with 70k on it. New brakes and newer tires. Car stopped running the other day, I tossed some plugs in it and it's still not starting. Just want it gone $500 248-3oh3-9729

Timing belt?

I just don't want to mess with it. oil smells pretty burnt, I checked the codes and its only throwing a cam sensor code. Might be a timing belt. Again I just don't want to mess with it.
