2.3l Mustang Question

I have a 1992 Mustang LX Vert I bought for Sherry. Its a 2.3l Automatic, there is a bad oil leak on the camshaft front Seal. This cause a small fire, I have repaired the harness and the motor still does not want to Run. I starts and Idles ok but is completely gutless (more so then a normaly 2.3l) max speed like 5mph. I pulled the timing cover and it looks like the Crank Jumped 2 teeth forward. Would the car still be able to start like this? I can hold the car flat to the floor and it may climb to 3000 rpm. It doesn't change if I disconnet the Mass Air sensorm or the TPS. I have sprayed with carb cleaner and that doesn't rev it any better.

Am i on the right track with the timing belt? The plan fix it an drive it for the summer like this and do a power plant update in the winter.

Any Idea would be appreciated.
 
I know first time i did a timing belt on a 2.2 i didnt chk it properly and it had the same exact condition. I want to say it was 6+ degrees off. Call me later this week i've been swamped and sick.
 
IT looks like the motor has been "worked" on. there was no cam seal in the head. Dampner is broken and the keyway is messed up. It looks like i need to find a dampner now...... fun fun fun
