02 Explorer Airbag fuse

Why doesn't my car have one? According to the manual its not in any of the 3 fuse boxes. Any Ford techs have any incite?
 
This should help as stated in the wsm for 02 explorer on depowering the air bags

Vehicles built up to 03/2002


At the central junction box (CJB), located below the LH side of the instrument panel, remove the restraints control module (RCM) fuse F2.28 (10A) from the CJB.
Vehicles built 03/2002 onward


At the central junction box (CJB), located below the LH side of the instrument panel, remove the restraints control module (RCM) fuse F2.19 (10A) from the CJB.
