Why would you need adjustable uppers AND lowers?

Just curious as to why youd need to be able to adjust both the uppers AND lowers. Cant you set the pinion angle with just one set of adjustables?
 
In the rear i'm assuming. You need to adjust chassis centerline wich is done with uppers. and you need to adjust wheel opening center/wheel base centerline, those are done with lowers.

or the car is tweaked and you just need to be able to square it up and aftermarket parts have hellaciously piss poor tolerances.
 
Matt, if you measured your front to back wheel centerlines I bet you will see 1/4" or more difference. I wish I could find some adjustables with good bushings front and rear of the arm for the street.
