Whats the charging voltage for a 94 Geo Prizm?

Wife calls because the car died and when I got their,battery was about dead and wouldn't crank..Put another battery in just to get the car home and when I got it home,I checked voltage at idle which seems very low..At idle it was 12.50V/12.80V and when I touched the throttle (about 1/4 throttle),it only jumped up to 13.00V/13.2V...Its been a while but if im correct,voltage at idle should be around 14.50V???

Yea the alt is bad so getting another tomorrow...With the lights on it drops down to 12.0V/12.3V..Drops down to 10.6V/10.8V with drfrost,lights and heat on in drive..She had everything on middle of rush hour (stop and go,dark and raining) so it killed the battery..
