what happened to 94 octane?

Who used it anyhow...???
I think the cost difference from 93 to 94 was more than it was worth, so the 94 sat in the ground and became crap. (~stale)
That's my theory anyhow.
MTBE (oxygenate) is also banned, it was used to raise octane level.
Claims of it getting into ground water so it was banned.
