Vin tag and title question

Is it Illegal to sell a vin tag and title.

Any value if legitimate Chevelle SS 396? I might have the build sheet also.

It was bought as a parts car, it was so rotted out there was nothing metal that was useable remaining but odds and ends. It started ripping apart getting it out of a garage/tomb.

If you don't have the cowl build plate, it wouldn't matter any way.
