Title info (help needed)

Does anyone know how to find out who's name is on a title. I bought a dirt bike and the guy didn't have the title, I guess the guy he bought it from( original owner) couldn't find it but he wasn't worried about it because its not street legal. so the bike is still in this guys name, I tried the SOS and all they would tell me is that it wasn't stolen. I need to get this guys name and address if possible so I can transfer the title.
Any ideas?

I don't own it until I find the original owner and have him transfer the title, I'll give him some money to do so. The SOS said the bike was never reported stolen and the guy had every piece of paper the bike came with including the KTM briefcase and Rand Mcnally road atlas so I believe the guy I bought it from.
 
Are you friends with any cops? I had the same problem with a GTA (no title AND a LEIN) and got it straightened out pretty quick.
