ticket for parking in a court?

i live in a court in a subdivision in canton. A friend was over last night and got a parking ticket(fire lane hazard)sometime between 11p-2am. This is absurd considering there are always cars parked in the court. Ive never heard of this or seen this in 18years of living in this location. thoughts? recommendations?
 
there is one sign in the court. just seems crazy to me that nobody i guess is allowed to park in the street.? ive never heard of this happening
 
If there is a sign saying no parking then you are sol. You have to watch canton police though. They will write tickets even though they wont hold up in court. Ask me how I know
