A few years ago i saw a video like that and the family broadcast on an empty FM station so when cars were stopped watching they could tune in. I would go crazy if that music played all night.
The controls for those range from 300 up to around 3000. You could do that one for around 600 to 700 in controls and then the cost of the lights themselves. The radio broadcast devices aren't that expensive either. I have drove by houses and saw signs for sale and to tune into a radio station to hear the details so they are widely used. The software to program those is pretty user friendly. I have the software and you load a song and play it and it senses the beats and converts it to visual points. Then all you ahve to do is tell it which channel to turn on or off and what effect like fade out, in, flash, and so on.
