So I'm an idiot...the wastegate at 0 means the DUTY CYCLE is at 0, which means it's wide open (not closed). Which means it's a boost control solenoid problem, which is a common issue I guess. I feel retarded now.

After a lot of searching and with the help of some nice people on the MS3 forum, I have come to the conclusion that it is most likely being caused by my fuel pump internals going bad. I had replaced the fuel pump internals earlier this year with upgraded parts...the stock fuel pump was not delivering enough fuel (common issue). The directions mentioned a certain install method...a step in that method was later found to be bad advice, and a lot of the people who were following those directions (posted online...the parts themselves came with no directions) ended up with failed parts. So it looks like that is what I need to get. Luckily, they're not too expensive and the install isn't too time-consuming.
