Selling a pistol to my grandpa question???? Confused?

I will be selling a pistol to my grandpa who does not have a CPL. I told him to go to his local PD (belleville) and get a pistol purchase permit... They sent him away with a pistol sales record and mentioned to him that he could take care of this transaction at a gun shop like cabelas.. Have the laws changed? Last time I bought a pistol without a CPL, I took a questionnaire and then they gave me a license to purchase that was good for 10 days.

Since it is Sunday and the police records bureau is not open and we want to make the transaction today (my only day off)... Can a gun shop do this for us?

I doubt a gun store will do anything for ya. Best bet is to go to your local sheriffs dept during business hours. If he had a cpl there is a form online and u would be all set.
 
All he needs is a permit to purchase from the police department. Though, seeing as how you're trying to do this today, I'd search online for someone with a ffl who would facilitate this, usually for a nominal fee.
 
I just talked to soeone at top gun in Taylor...... You still need a permit to purchase since neither of you (i assume) have a CPL. I thought they could facilitate as a ffl, but they are pretty strict. I suggest you get a hold of jsxtreme...... He seems to know the laws pretty Damn well.
 
Since the purchase is good for 30 days complete the information he'll drop it off doesn't need to bring the gun to the station with him
 
Neither of you need a CPL to complete the transaction. If the buyer has a CPL (which he does not as you stated) then the buyer can just fill out an RI-60. Just so that's clear.

Onto your case: He should be able to go to his local PD and get a permit to purchase a pistol. If he's never gotten a permit from them he will have to take a brief quiz.

You sell the pistol to him, fill out the form, and take the two slips for the police back to the PD. No need to take the fire arm anywhere. I'm not even sure they need both the local PD and MSP copies anymore, but take both.

And no a gun shop can't do it for you, they should not be involved at all.

An FFL can not give you a permit to purchase a pistol. When you buy from an FFL you still need a permit PRIOR to the purchase.
 
Thanks guys. As I thought, because he has no CPL and I am a private seller, he would have to obtain a purchase permit from his local PD or Sheriff's department. He is going to try the PD again, then go to Wayne county if that doesn't work. And I do have my CPL, so thats why I was unsure on what was needed for a non-CPL holder to purchase private party. Its been over 5 years since I bought a pistol without CPL.

Incorrect, the law changed about a year ago.

You still need a purchase permit for private sales, but they are good for 30 days now. You might be able to find an FFL willing to do a transfer (log the pistol into their books, run the NICS check, and log it back out to the purchaser), but I haven't found any that will.

For sales from an FFL, all you need to do it pass a NICS check (just like for any long gun), and then mail in the RI-60 (Pistol Sales record) that the dealer will give you after you pass.
