What kind is it, lots (ALL?) of Toshiba's have a volume control on the outside of the machine, same with IBM's and HP's (they have a mute and/or volume buttons) I've only seen one or two laptops in the past 10 years that really had a bad sound card.

Perhaps try updating or reinstalling the soundcard drivers first.

If you bought it new Dell should have given you a Drivers/Diag CD if you boot the machine with the CD in it you can run it through it's hardware tests and send a tone to the speakers.
If you get sound from the Diag CD you know its a Windows or Driver issue.

Go into device manager and see if the sound card has a yellow exclamation ! on it.

If so your shit is likely broken. Hurray Dell.
