need help with 99 buick lesabre

I have a buick 99 lesabre normaly aspirated I have some work done to it, I'm wondering if my 02 is bad. Does anyone no what my 02 should be reading. When it idles it stays around .030, when I cruise it jumps around. When I nail it goes to .030-.035. And I'm getting a code system lean bank one, and it seams sluggish when I'm on it?
