mustang steering colum, wheel is sloopy

doing some side work on an 89 mustang and the steering wheel has a ton of slop in it, just at the wheel. took it all apart, everything is tight, but it looks like there is a bearing in it to let it tilt, cant figure out how it comes apart? anyone ever seen this?

That pictures is a little too close up to see where its at exactly...
