LT1 mod questions

My brother has a 94 LT1/A4 25th anniversary and will be home for a week or so. That being said he wants to do some mods to it while he is home but does not have much time. I dont know much about what an lt1 will respond well to performance wise so maybe some of you can help me out. I told him gear(don't know what size though), longtubes, y pipe, maybe some spray. Also since we will be useing basic tools what parts fit the best? I don't want to run into shit not fitting. thanks a ton!
 
What's his budget??? Your list of mods sound good, he could always add the spray later. I've got Hooker Longtubes, they make changing plugs A lot easier, but still a pain in the azz.
