Locked out timing ?

I'm running 34* timing locked out. I set the timing to 34 but when I rev it it goes to 33. So, Is this normal or ? Car runs great, just wondering.
 
Possible slop in the dizzy or timing light errors. Maybe move your trigger pickup closer to the cap/rotor to rule out delay caused by high resistance in the wire
 
Normal from what I've seen with all the cars I lock the timing out on. I usually set mine at a higher rpm instead of at idle.
 
Ok thanks. Good info. I'll try setting it at 2,000rpm. By 'dizzy' , do you mean distributor? The distributor does seem sloppy even though it's new. Especially the up/down movement. But it is no different than the one I replaced it with.
 
There is a little movement side to side. Couple mm's. I just replaced the cam and dist. Gear.
