ISP/internet Genius help needed

I am not the most technical person once the wire hits the modem and goes outside my house. But, the ISP and tyhe techs they send all agree that I have a hot line. The last time they said that, they said I needed to replace the line going from the box all the way up to my jacks. So I scheduled it and they said replaced it all. The net worked fine for a few months, and not it's falling apart fast. They service call said that it's running super hot again and will have to schedule a call.

By hot, I guess the mean something to do with the power numbers into my place. The one guy on the phone mentioned something about an upstream. Normally during heavy traffic my numbers are 25Mb/dwn, 2.8Mb/up. right now I have 11.2Dwn, 1,8/up. While the up and down would normally still be plenty enough to run things, it's actually more like this. 20Mb/Dwn then 1.2/Dwn, then 18/Dwn, then, 0.5Dwn.

With all of that being said, is there any recommendation of how to diagnose, address, possibly attempt to bypass the issue? Pinging local and at distance can be good if I get it on the up swing or terrible if I get it on the down swing.
 
good to know, since none of them has mentioned it before. I try to keep records of what they do so that the next time there is an issue, they just can't keep repeating themselves without sounding like idiots.
