After having a bunch of Window companies over, I ended up doing them myself. It is about $800 to get a custom built Anderson dual pane argon filled painted wood window from Home Depot (with the 15% off they do two or three times per year). If you call someone, they will want at least $1000 per window for some cheap ass plastic or fiber. I had Anderson Renewal (they do not install the same windows you get from Home Depot), Pella, and a local guy quote mine originally. For the money, the Anderson Renewal looked like crap. They had some crazy flexible plastic track that you just pop the window into and out of, and their plastic was a blend of fibers and sawdust. It looked super cheap, and they wanted $1500 per window. Pella was similar in price but the windows were slightly better (still plastic or fiberglass). Nobody would quote me wood. Maybe a local guy would?
That being said, if you want cheap ass plastic windows, I have had good luck with Wallside - they did my bachelor pad in Pontiac 15 years ago (it was about $600 per window then). I think they are the cheapest you can get, but the windows are cheaply made too. I had Hansons, Wallside, and Weatherguard quote that job. Hansons was super expensive and only single hung, the other two were double hung. Weatherguard looked good, but Wallside was cheaper. If I had planned on keeping the house I probably would have picked Weatherguard.
