I need recommendations on how to deal with a scammer!?

Unfortunately, I think I am dealing with a guy who is trying to scam me out of $500.

I found a boat at a dealer on Ebay that was exactly what I wanted. He had the boat advertised locally for $9000. We negotiated a price over the phone for $8300 and I agreed to send him a $500 deposit. The deposit was refundable upon inspection, according to his auction. He ended the auction right after receiving my payment. I paid using a Discover card through Paypal.

I should have asked for more detailed pictures other than what he had on Ebay, but I took the pictures he provided, along with his word, that the boat was clean. I drove 8 hours to New York only to find the boat in nowhere near as good of shape as was described. I told him that I did not want it and he said he would refund my deposit. He said he had numerous other interested parties, so it was not a big deal.

Now two days later, there has been no refund and he has ignored my email and text. He has had time to relist the boat on Ebay though. Also, after researching his business name (Which I didn't know until I drove up and saw the sign at his dealership) I found out he makes a habit of scamming people. Unbelievably, he has good Ebay feedback though.

What would you guys do if you were in my shoes? Who should I go through first to try to collect the money?

call discover, file a chargeback. discover fucks paypal. paypal fucks scammer. you get money back in your pocket, done.

file claim with Pay pal he will have to refund cash or get kicked off ebay, anything with a title is not a legally binding contract on ebay
 
filing a claim will only delay what I said earlier. If discover files a charge back with paypal, paypal WILL ALWAYS side with you (the buyer).

this will get your cash back quick but paypal will lock your account for a short time till everything is resolved, With no proof that the said item was delivered in acceptable condition you will eventually win with them too
 
Take screen captures of old listing and the new one.

Unlink your bank account from your Paypal account.

File a claim with Discover. Submit said screen captures as evidence. Discover will start ball rolling for a chargeback. Paypal will suspend your account and/or try to do an ACH pull against your bank account and any other credit cards you have listed with GhettoPal.

Submit a dispute with eBay with the old listing and new one.

You will get your money back and with any luck the guy will not be able to use Paypal anymore.

file a chargeback without filing a claim and you will be banned from paypal, paypal has great customer service, call them they will tell you what to do, I move thousands through paypal a month, if you communicate with them they are a great company to work with. Call them explain what happened they will tell you to file a claim and that will freeze the guys account and force him to speak with you
