How to remove bumper coating?

The front bumper on my mustang almost looks like it has a layer of shitty clear coat on it. A guy from work told me it looks like this stuff they used to use to prevent Rock chips. I can scratch it off with my fingernail, but soap and water doesn't do anything to it. Any ideas on how to get it off?

Try a small area with lacquer thinner and see if it's solvent sensitive or start sanding it with 320 on a DA
