How to downsize photos

Right now I dont have a digital camera that works so I am stuck using my phone

Every pic I take it says the image is to large to upload. How can I downsize the pic so I can upload it here.
 
click on the photo, right click, select open file in paint, got to the top of the screen and click on the "image" menu, click on "stretch/skew", then you can adjust the vertical and horizontal sizes. 100 is 100% of the photo. So like 50 will be 50% of the size it is now. Once you have the size you want just file/save as
