To get those headlights that are white but are sorta bluish, would i have to buy an HID kit or can i just buy the bulbs? And if i can get them at a store, where should i get them?

Your eyes do not recognize blues and well as they see yellows. That's why the oem headlights are yellowish. The blue bulbs suck. You won't be able to see shit, especially in the rain. The hid's are nice but when installed in incadescent housings (oem) you get glare that blinds the shit out of everyone on the road.

You want to see better at night without spending a lot of $ go with Sylvania Silverstars.
 
yea i didnt want to buy hid's, i just want a somewhat bluish tint to normal headlights. In the auto parts store im pretty sure i saw some normal headlight bulbs with a blue tint on them. Would those work?
 
The ones at the auto parts stores work but actually offer less performance than your o.e. bulbs in as previously stated........... good rule of thumb is the more blue it is the lower the performance
