With other government vehicles that are sold for
“Not for use on highways”, you have to sign
a document that states that you, and anyone you
sell it to, can not ever use on public roadways in
the US.
I believe there is a database which also houses this
info. It sounds like you could use it off-road or
export it to another country for use.
I don’t think it would be very easy to get it legal
for US road use. When these are decommissioned,
they know what they are doing.
