fuel pump

For some reason, my fuel pump is loud and is not giving my car fuel. After I installed a fuel filter before the pump, it doesnt give any fuel. I took off the filter to see if there was any gas in it and there was. What could make the fuel pump act like this?

It is a Mr. Gasket eclectric pump for carb. cars.
