Foxbody turn signal problems

Ok I am sure someone knows the answer. But I have a 88 notchback that was previously a highway patrol car. The turn signals don't work. My gut told me it was the flasher relay so I looked at the fuse panel and the relay is not there. The wires that would power it loop back and go into the dash. Do these cars normaly have the typical round flasher relay that would plug into the fuse panel or is it somewhere else. Help would be greatly appreciated.
 
I am thinking the turn signal switch is just fine. Because it does active the turn signals but they just don't flash they stay on solid. And the location the round style flasher would go instead of having the spades to push the flasher in the wires just loop back. Wasn't sure if on the police cars they used a different flasher to control them as part of the lights and sirens. Thanks again
