fml .. Foxbody 5.0 wont idle down

So, my mustang has always stayed around 1.5K with the clutch in, when rolling above like 10mph. I stop, it comes down to idle.
I drove to pick up some seats yesterday, car is doing great. ON the 496/1-27 merge, I get over in the left lane so I can merge, doing about 35mph.
A woman crosses the double white lines, before the merge lane, comes into my lane, shes still moving faster than me. I look over to check the traffic, look in front and she locked up the brakes, I seen the weight transfer. Not enough time, I hit her around 15mph, and get hit in the back.

Mostly cosmetic damage, fender+front/rear bumper, and my electric fan. I drove the car to grandblanc. On the way there, sometimes the throttle would stick a little bit, around 2000Rpm, and stay, especially when hot. Now it does it every time I throw in the clutch, or stop, just sits around 2k. It got somewhat better. I'm thinking its a sensor that been f'ed for awhile? TPS? Any help would be great.
 
Hmm, bringing this back up. The main problem was a vacuum leak, during my accident a hose bumped off my intake.
I've cleaned my IAC twice now. Second time was more thoroughly, letting it soak, dumping it out, repeat. Its getting really annoying, idle surges in the middle of traffic etc..
Am I doing a piss poor job at cleaning it? Or is it time for a new one?
 
What causes the idle to stay around 1.5k rpm while clutch in and rolling, then drop to around 800 when the car is at a complete stop? My '96 does this and it annoys the hell out of me.

*Would like to add that I have already added a IAC restrictor gasket.

Do a google search on how to set the base idle. Should help.
I found Ford racing's reset idle procedure. I'll try that as well.

Coldfusion, I cleaned my IAC a few weeks ago. My car idled better when throwing in the clutch.
I'll try to do a follow up after I reset my idle.

Some vehicles have it in the idle logic, just incase you release the clutch at a roll, it's not at a standing idle and jerks.
