fan issue

i have a 88 ranger and the fan that i have wont work it's grounded good its getting power no shorts in the wire but when i turn my switch on it blowes the fuze should i not run a fuze and i tried a bigger fuze i got up to 25 amp and it blew what should i do?
 
there is something wrong with a. how it is wired, b. the fan, c. or the switch... normally using a larger fuse is a bad idea because there is a reason that it is blowing
 
the guy i got the truck from had it all crazy under the dash for wiring it caught on fire so i ran new wires and it worked fine there was a 20 amp fuse in it before and that is what i put back in it now it just keep blowing fuzes i had it wired just how they did 2 wires coming from the fan one grounded and the other going to a toggle switch and a wire from the toggle switch to the fuze box
