Clear Powdercoating question

I'm in the market for new wheels for my DD. I found a set that I like, but I'm not a huge fan of the available finishes. They have flat black, black chrome, and silver. Ideally, I would want a gloss black. Theoretically, could I just get flat black ones and get some kind of clear-coat powder to turn them gloss black? Or would it make more sense just to have them stripped and powdercoated gloss black?

If you clear coat flat black, it looks gray.
You'll need to strip and recoat.

What would clear pc over a semi finished aluminum turn out to be? Can polished aluminum be pc'd clear?
