Buying a wrecked car

How hard is it to buy a wrecked car/truck and get it retitled? I've had to buddies buy totaled cars, put like 1500 in, and retitle it. Both of them said it is pretty easy. One has a 2001 ZR2 Blazer and the other has 1999 Grand Prix. Did they just get lucky or is it something to look into?
