Brake problem

I have a rear brake issue on my 1993 Camaro. They basically don't work. The pads and rotors look fine, and I have bled the system as well. When I have the rear of the car on jackstands I can barely keep the rear wheels from turning when the trans is in drive. I posted about it on CZ28.com and people are telling me that it is normal, and the rear F-car brakes just suck. I can't believe that they should be this bad. The rear drums on my Jeep work 10X better.
I also did a search on CZ28, and it seems that this is a common problem that nobody knows the answer to. A couple guys have taken their cars to dealerships only to have them blindly throw parts at it. I thought perhaps someone here might have some insight to this problem.

Abs unit?
My Jimmy has the same issue right now. Already replaced shoes, and the Abs unit. The Abs unit fixed the no rear brake issue but they are still very weak

Usually bad flex hoses will cause a dragging issue too after release
 
Easy fix, The factory proportioning valves suck. .they stick and there set a lil to the weak side. buy a aftermarket adjustable one and change out the stock on with it. The go do some speed stopping and set it. start at like 30 mash the brakes it the back lock up its to tight, if the front do its do light. adjust re-do and up the speed until your comfortable with how its stopping.
