Im talking from a rebuild standpoint. Would it be better to rebuild a 200k mile block thats been heat cycled a million times and still checks out, or just grab a fresh new block and build that instead?

A seasoned high mileage engine block will typically be more dimensionally stable. At least with iron engine blocks. With aluminum the story is a bit differet.
