Any Home Electrician's?

I'm redoing my kitchen, and need some electrical help/work done.

Long story short we're getting new countertops and I figure its the perfect time to address the far from perfect electrical situation I have in my kitchen.

Worst case is I need just that room re-wired. The benefit is I'm ripping up the walls for tile backspash anyways so I don't care about them. The problem is, the panel is below the kitchen, and directly below the kitchen in the basement is a finished bathroom with a drywall finished ceiling.

Some highlights of my kitchen:
- 240V on a 120 plug, flipped the breaker to that outlet, now it's ~38V. Not the stove outlet, I suspect the stove was once located there and moved, but not the electrical. Below that plug is an unfinish plug buried in a cabinet that I want taken care of too (moved up), so I can install under cabinet lights.
- 3 way switch to overhead light (seperate circuit than above), both switches have 120V on the switchplates.
- 2 single pole switches next to each other on seperate circuits. What should be ground between the 2 is 120V. I want to tap into one of the two to add another series of under cabinet lights (not existing).

Anyone do electrical work on the side or know what I'm looking at cost wise? 6 plugs in the room, & 4 switches total (2 are 3-way), 2 over head lights (1 is on the 3ways) around 150 ft² in size.

I figure most professionals are going to tell me I need the house rewired. But I just want the kitchen fixed, and safe. Right now I feel it's far from it, which is why I'm looking for help. The house has mixed 3 wire, and cloth 2 wire (1930's build), with plaster walls on the first 2 levels (kitchen is drywall).

Berkley, 11 & Woodward. Panel was updated at some point, breakers. The panel also has mixed breakers, Sqaure D, GE....which I understand is a no-no too.
