Offer to buy him the parts from a yard. That seems like more than enough. If he doesn't want to accept it, tell him that is all you can afford.

in front of his house overlapping my driveway by a few , so when I pulled in my driveway my pass side rear tire caught his left front bumper

talk to him.. tell him money is tight and you will help him out by getting him a matching color junkyard bumper, fender, and light.. or whatever else.. and help him put it on and be done... If he doesnt want to do that, oh well.. I get what your saying about it being a $1200 van too.. Pretty sure his buddy wrote an estimate for 1200 and is gonna do it for way cheaper and him and your neighbor are gonna split the left over cash or something.

On a side note... What parts exactly do you need? I am parting out a 99 caravan and have two front fenders in white.

I think he thinks im stupid and going to pay the 1200 and hes going to get a new vehicle with the money or just pocket it and continue to drive the vehicle around like he has been

there vans hunter green ,.,

estimate goes like this

front bumper 470bucks
front bumper air deflector 41bucks
left and right fog lights at 51 bucks a piece
left and right inner fender liner at 48 bucks a piece
waste disposal 5bucks
flex additive 10bucks
paint and materials 80bucks

then labor is 272 bucks plus 40bucks in tax and a few other things I don't understand , the total is just under 1200bucks

Get the police report first, cost you 10-20$. If he has no insurance and you didn't too at the time. Pretty sure he is sol unless he takes you to small claim court. Not sure but first things first get the report, and go from there.
