well last year ( next month will be 1 year ) I hit my neighbors car , I talked to them and they said they would get me an estimate some time that week , I said ok no problem , time goes on and I hear nothing back from them so im assuming they said fuck it ( pos vehicle an all I did was mess up the front bumper and cracked a headlight ) , guy took it into his own hands instead of taking the car to the shop he pulled the front bumper off himself about 1 week after the issue then eventually put the bumper back on and then about 2 weeks ago took it back off again ( assuming for the estimate because the estimate was done last week ) , well today im at work and my wife calls me and says they dropped a estimate off for the car , 1200bucks , the fucking car isn't even worth that much ( 99 caravan ) , anyways I hit the left side and in the estimate im getting charged for the right side fender well and fogs , and a few other things that don't make sence , van was a pos to begin with and was beat to shit , the day it happened the cops were called and a report was made but the cop said he would just let us solve it on our own because we were neighbors ( pretty sure neither of us had insurance at the time and if they did they should have claimed it ) , im guessing there just hurting for money or seen that I got a new truck and got all but hurt ,., what are my rights ? as a neighbor I should pay the bill but at the same time im pissed because they waited 1 year to do something about it and during this year not 1 of them has stopped either me or my wife an said anything about the issue

Assuming his car was legally parked, even if you only had PLPD (most basic required insurance), YOUR insurance will cover the repair and rental car for him. That's the MI law.
 
Did you take pictures of he damage when it happened? If so I would wouldn't pay for anything except for only the damage you caused. Plus if it went to court you had proof that damage was only to the left side.
 
My neighbor hit my car when it was parked in the street in front of my house. My homeowners picked up the whole thing. You never should have let it linger for a year though.
 
The fact that he waited a year doesn’t mean anything – so what!
Does that change the fact that you’re responsible in the first place?

What I think may have happened is that you fell in love with the idea
that your neighbor took so long that you got use to the idea that he
“guy took it into his own hands” and you were off the hook.

Then you found out, you weren’t off the hook & it seemed to somehow
piss you off (because it wasn’t going to cost you a dime, now it is.)
Is this what is really going on here?
 
could just tell him you'll get the bumper and headlight and put it on for him......his cars back to normal, no problems with the people who live around you.....that way if he turns it down and you go to court, you can at least say you tried to offer a solution to make the situation right and they turned it down. it will also show if hes just looking for his car to be back to normal or hes looking for cashout.


EDIT-bet parts are only 75-100$ at the junkyard, just find a color matching one.

An action for recovery of personal protection insurance benefits shall not be commenced later than 1 year after the accident.
So if you want your insurance to cover it, you need to make a claim within a year.

Otherwise see ACIA v New York Life Ins Co, 440 Mich 126 (1992)
 
If neither had collision coverage, make a claim and let him collect his mini tort. If you know he doesn't have collision, try to give him the mini tort amount and call it a day.

If neither of you have any type of insurance, too bad for both of you.

If he was legally parked, and has insurance, you owe him up to the value of his van. POS or not, I doubt his van his worth only $1200. Again, let the insurance company handle it.

I had 0 insurance ( beater ass truck that I could have blown up and not gave to shits about , such a pos that I literally gave it away ) , told him and the cop that at the time of the accident , pretty sure he said he had no insurance either and if he did he should have dealt with it threw his insurance instead of dragging it on , that's why the cop said he would let us figure it out on our own

at the time of the accident the guy was more than happy with junk yard parts and ( oh it shouldn't cost no more than a few hundred bucks because my buddy owns a shop ) , now I got a estimate for 1200 bucks

no I didn't take pictures at the time , I should have but was on my lunch break for work and realy didn't have much time

im not pissed that he wants his vehicle fixed im just pissed that I literally live right next door to these people and not 1 time have I heard anything about the issue sence the day it happened , there was plenty of chances to stop either me or my wife and say ( hey , I know its been some time but blah blah ...... ) I got none of that , then 1 year later 1200bucks , wtf happened to the few hundred because your buddy owns a shop ?
 
tell him to pound sand bc he took so long and to prove you did it, if the cop didnt write a report you should be all set
 
pretty sure he wrote a report , I know the cop gave me a card with a number on it , don't think I have the card anymore

Stupid, it has nothing to do with the value vehicle it's about killing or hurting someone or yourself and losing everything in your life because of it. I guess if you have nothing to lose drive around without insurance.

oh I know , trust me if I could afford it I would have had it , with all my health issues and everything that was going on at the time I just couldn't afford it
