A device that encourages people to pay their parking tickets

Two thoughts on this.

1) My computer wiz kid is gonna make some good
money cracking the codes on these!

2) I wonder what a cordless drill could do to this?
One hole into the battery, one into the suction cup.
 
I was thinking that you could drill it from each side. They shouldn't have made it with flat sides. I bet next gen has wedge shaped covers (instaed of the pizza box style) so you can't get an edge on the outside. Once you get through the plastic, it shouldn't be too hard to cut the suction cup.
