97 Mustang GT ECM issue-I need a quick answer

My Mustang is in the shop with a rebuilt motor & transmission, but now it won't start. The tech tells me the ECM looks wet. The original ECM had the same issue and the car has it's second ECM.
So my questions are;
1. Is there a cover missing that is allowing the ECM to get wet? (it's a convertible if that makes a difference)
2. Can I use any Mustang GT computer to get the car running or do I need to order one using the VIN number to make the ECM match the car?
I will be taking the car to get whatever ECM I have installed reprogrammed to optimize the parts added to the car, such as bigger injectors, etc. I just need to car to drive to the tuner.
3. Where in the Flint area can I get one reasonably priced?
 
If it got wet, try just opening it up and cleaning out the pins and any corrosion. My ECM in my truck got wet all the time and I could just clean it and it would be fine. The board itself is coated so look aroung where the FET's are clamped to the heat sink and spray it with a good electronics cleaner. Then you might want to try sealing where the ECM cover meets the body with some byutal tape. That black tar tape used to seal windows. You can get it at autozone. I don't know exactly where your ecm is mounted but if it's like every other ford it's exposed to the engine bay at some point.
 
I have some electronics cleaner, if that doesn't make the ECM work what's the next step I need to take?
