it actually does have cats on it, the smog pump has been bypassed. It could pass with some tweaking of the carb. everything else will pass. All tires, lights, horns, belts, mirrors etc. are DOT approved and in proper working order
 
is there anything wrong with it? do you have any pictures of the interior/tubs/motor?
 
i was wondering if you would be interested in a 81 malibi i have pics of it on this site on first or second page
