1992 z28 parts car- donor car

Holy shit, if it had t tops it would look like my car from high school. I hate to ask a dumb question, but is it possible to go through lots of paperwork and get something like that retitled?
 
Being that old, if you have a bill of sale and attest you can't get the title from the last owner (even if you don't know who the last owner was) you can get a new title, assuming it wasn't reported stolen.
 
Just go get a title then, it's like $15 and you just have to sign an attestation you can't contact the current owner. I've done it quite a few times, even with a boat once.
