150cc not running....

I sold this 150cc moped a few months back and the guy called me saying that it will not start.
It starts up and barley idles and just as I twist the throttle the motor dies out.
The guy never drove it (has 12 miles), it sat in his garage for 3 month without starting it.
I dumped the old fuel out and put fresh fuel in (gas was a bright yellow) ...tried to start it and it was the same....I pulled the plug and it was wet and blackened.
I'll pick up another plug tomorrow and hope that is it but does this sound like a carb problem?

I took the carb off, checked the bowl to see if any dirt..nothing..Hit it with carb clean and put it back on.
Started up and it was the same, soon as I throttle it, dies out.
I blocked the intake hole about 80% with my hand and she started and revved right up..soon as I took my hand off she died. It's like it has to be choked out in order to run.
Any suggestions?

Edit: just spoke to a motorcycle guy and he says it sounds like the electric choke is malfunctioning

its got an electric choke? yea sounds like you are getting it figured out i was going to suggest it was getting to much air. but if the choke is messed up from sitting and not running that would do it too.
 
did that other guy mess with any of the settings on the carb like the air fuel mixture screw if so set it back to stock setting

No, the settings were never messed with..
Spoke to that guy again and he said he's sure the idle jet is clogged?...I have to pull the bowl off and take the idle jet/needle out and make sure it's not clogged up.
 
use carb clean and check for a vacuum leak(remember, a leak anywhere on a 2 cycle will cause a vacuum leak, my spree had a leak between the cylinder and crankcase)
