Cant find the Torque spec on the stock rocker arm..

Got a 94 z28 that idles at 1300 all the time even after warmed up, anybody know how to bring it down.. Already replaced the Throttle position sensor as well..

Has anybody done this swap, if so how difficult and was it worth it?
